The main objective of the Instrument for Pre-Accession Assistance (IPA)1 is to help the country to face the challenges of European integration, to implement the reforms needed to fulfil EU requirements and progress in the Stabilisation and Association Process and to lay the foundations for fulfilling the Copenhagen criteria for EU membership. The IPA instrument consists of five components (IPA-I) the Transition Assistance and Institution Building component2; (IPA-II) the Cross-Border Cooperation component which applies to border regions between beneficiaries from member states, candidate states and countries in pre-accession status; (IPA III, IV and V) the Regional3, Human Resources4 and Rural Development5 components which are planned for Candidate Countries.
