Mid-term review of Regulation (EC) No 1655/2000 LIFE. Report from the Commission to the European Parliament and the Council.

Abstract

Article 12 of the LIFE III Regulation stipulates that the Commission will examinethe operation and results of LIFE III in September 2003 and publish a report togetherwith proposals, if appropriate, on the future of the instrument.The Commission carried out this examination based on information on the LIFEprojects and on its experience. However, in the interests of transparency andobjectivity, it considered it appropriate to engage the services of an externalconsultant, selected on the basis of a tendering process, in order to supplement itsown evaluation.The first year of implementation of the LIFE III programme (2000) was disrupted bythe late adoption of the Regulation in July 2000. The selection of new projects couldonly begin in 2001.
