dc.description.abstract | This paper analyzes public administration reform in the member states of the Black Sea Economic Cooperation (BSEC). It argues that the values and practices of good governance are diffused through policy transfer networks (PTNs). According to the author, the BSEC is an interesting PTN case study because of the different levels of development of its member countries. |
