It was with these weighty and meaningful words that the French President decided to further clarify his vision of a Mediterranean Union during his visit in Tangiers on the 23d of October 2007. Nicolas Sarkozy proposed on February 2007, during his presidential campaign, the creation of a Mediterranean Union in the image of the European Union model. He invited Portugal, Spain, Italy, Greece and Cyprus to join the French initiative and to show the necessary zeal in order to establish stronger cooperation ties among the littoral countries of the Mediterranean Sea
