Indicators of investment in human capital are becoming increasingly significant, since they reflect the economic and social conditions in society as a whole and are thus of central importance to policymaking both in Europe and nationally. Developing abilities and skills through continuing vocational training at work is an essential part of lifelong learning and reflects the role enterprises play in solving labourmarket and employment problems. With these factors in mind, the European Commission launched a new survey of continuing vocational training following on from the first survey, conducted in 1994, of the then twelve Member States of the European Union. The second survey (CVTS2) was conducted in 2000/2001 in all the Member States, Norway and nine candidate countries. This second survey of continuing vocational training was twothirds financed by the European Commission.
