dc.description.abstract	Fair network access conditions are crucial for the development of a competitive market. This refers to both the use of physical network access as well as for ancillary services such as the provision of balancing energy. In order to ensure this, the new Directives require regulation of the methodologies used to set charges for these services and the legal and functional unbundling of both transmission and distribution networks operators.
