Progress in creating the internal gas and electricity market.

Abstract

This summary technical report contains important background information on which the Commission has based its analysis in the main Communication on the implementation of the electricity and gas Directives1. The main Communication, combined with this report responds to the requirements of Article 28(1-3) of the Electricity Directive and Article 31(1-3) of the Gas Directive concerning reporting requirements during 2005. The bulk of the information is based on the reports made by national regulators, which were submitted in the second half of 2005. These individual reports are being published concurrently with this document and can be found on the website of the European Regulators’ Group for Electricity and Gas (www.ergeg.org). Those wishing to know the full details about progress in individual Member States regarding electricity and gas competition should consult these documents closely. Submissions from stakeholders have also been taken into account in this report which contains summaries of the main points raised. Some issues initially raised by this report will be covered in more detail by the sector inquiry on the electricity and gas markets undertaken by the Commission on the basis of it antitrust powers2. This work, however, is still ongoing and will be finalised in the course of 2006.
