Montenegro 2011 progress report. Commission staff working document.

Abstract

Since March 2002, the Commission has reported regularly to the Council and Parliament on progress made by the countries of the Western Balkans region. This is the first report on Montenegro'sprogress since the Commission published its Opinion on the country's application for membership of the European Union in November 2010 and the European Council granted Montenegro candidate status in December 2010. This report on progress made by Montenegro on preparing for EU membership: –briefly describes relations between Montenegro and the Union; –analyses the situation in Montenegro in terms of the political criteria for membership; –analyses the situation in Montenegro on the basis of the economic criteria for membership; –reviews developments as regards Montenegro's capacity to assume the obligations of membership, that is the acquis expressed in the Treaties, the secondary legislation and the policies of the Union.
