Abstract

The main objectives of the Instrument for Pre-Accession Assistance (IPA)2 is to help Kosovo face the challenges of European integration, to implement the reforms needed to fulfil EU requirements and progress in the Stabilisation and Association Process and to lay the foundations for fulfilling the Copenhagen criteria for EU membership. The IPA instrument in general consists of five components; (IPA-I) Transition Assistance and Institution Building; (IPA-II) Cross-Border Cooperation, which applies to border regions between beneficiaries from member states, candidate states and countries in pre-accession status; (IPA III, IV and V) Regional, Human Resources and Rural Development, which are planned for candidate countries.
