Abstract

Having regard to the Treaty on the Functioning of the European Union, Having regard to Council Regulation (EC) No 1085/2006 of 17 July 2006 establishing an Instrument for Pre-Accession Assistance (IPA)1, and in particular Article 14(2)(a) thereof, Whereas: (1)Regulation (EC) No 1085/2006 creates a coherent framework for EU assistance for candidate countries and potential candidates. Article 6 (1) of that Regulation requires that the assistance shall be provided on the basis of multi-annual indicative planning documents established for the country in close consultation with the national authorities. On 29 June 2009 a Multi-annual Indicative Planning Document 2009-2011 for Turkey was adopted.
