dc.description.abstract | The main objective of the Instrument for Pre-Accession Assistance (IPA)1 is to help the beneficiary country to face the challenges of European integration and implement the reforms needed to fulfil the Copenhagen criteria for EU membership. The IPA instrument consists of five components: (IPA-I) the Transition Assistance and Institution Building component2; (IPA-II) the Cross-Border Cooperation component which applies to border regions between beneficiaries from member states, candidate states and countries in pre-accession status; (IPA III, IV and V) the Regional3, Human Resources4and Rural Development5 components. As a Candidate Country, Turkey is eligible for all five of these components. |
