dc.description.abstract | The European Council in Cardiff in June 1998 noted that the Commission would present areport on Turkey based on Article 28 of the EC-Turkey Association Agreement and theconclusions of the Luxembourg European Council.The Commission presented its first Regular Report on Turkey in October 1998, together withthe Regular Reports for the other candidate countries, with a view to the Vienna EuropeanCouncil; a second report was adopted in October 1999, with a view to the Helsinki EuropeanCouncil.The Helsinki European Council concluded that "Turkey is a candidate State destined to join theUnion on the basis of the same criteria as applied to the other candidate States. Building on theexisting European Strategy, Turkey, like other candidate States, will benefit from a pre-accession strategy to stimulate and support its reforms." |
