Regular report from the Commission on Turkey's progress towards accession 1999.

Abstract

The European Council in Cardiff, which took place in June 1998, welcomed the Commission'sconfirmation that it will submit at the end of 1998 its first regular reports on each candidate'sprogress towards accession. In the case of Turkey, the European Council noted that “the reportwould be based on Article 28 of the Association Agreement1 and the conclusions of theLuxembourg European Council”.The European Council in Vienna invited the Commission to present its further progress reportswith a view to the Helsinki European Council.
