dc.description.abstract | The Cardiff European Council, which took place in June 1998, welcomed the Commission'sconfirmation that it will submit at the end of 1998 its first regular reports on each candidate'sprogress towards accession. In the case of Turkey, the European Council noted that “the reportwould be based on Article 28 of the Association Agreement1 and the conclusions of theLuxembourg European Council”.The December 1997 Luxembourg European Council decided to draw up a strategy to prepareTurkey for accession by bringing it closer to the European Union in every field. The EuropeanCouncil added that “the strategy will be reviewed by the Association Council in particular on thebasis of Article 28 of the Association Agreement in the light of the Copenhagen criteria and theCouncil's position of 29 April 1997.” |
