Abstract

In 1997 the Commission published a White Paper on renewable energy1 which announced a target to double the European Union's renewable energy share to 12% by 2010. The creation of this renewable energy policy was founded on the need to address sustainability concerns surrounding climate change and air pollution, improve the security of Europe's energy supply and develop Europe's competitiveness and industrial and technological innovation. The White Paper also announced a renewable energy strategy and action plan, highlighting the need to develop all renewable energy resources, create stable policy frameworks and improve planning regimes and electricity grid access for renewable energy.
