The Community Charter of the Fundamental Social Rights of Workers was adopted in December 1989 by the European Council of Strasbourg in the form of a solemn declaration. Given that the Community has decided to create a vast internal market, this Charter is designed to consolidate progress made in the social domain, to take account of the social dimension of this internal market and to develop the social rights of workers in the Community. Since this Charter is merely a declaration and does not have the status of a binding legal act, the arrangements for its implementation are set out in Title II of the Charter.
