Abstract

Since March 2002, the Commission has reported regularly to the Council and Parliament on progress made by the countries of the Western Balkans region. This is the second report on Montenegro’sprogress since the Commission published its Opinion on the country’s application for membership of the European Union in November 2010 and the European Council granted Montenegro candidate status in December 2010.
