Abstract

Since March 2002, the Commission has reported regularly to the Council and Parliament on progress made by the countries of the Western Balkans region. This is the second report on the country’s progress following the publication of the Commission Opinion on Albania’s application for membership of the European Union, issued in November 2010. This report on progress made by Albania on preparing for EU membership: •briefly describes relations between Albania and the Union; •analyses the situation in Albania in terms of the political criteria for membership; •analyses the situation in Albania on the basis of the economic criteria for membership; •reviews developments as regards Albania’s capacity to take on the obligations of membership, that is the acquis expressed in the Treaties, the secondary legislation and the policies of the Union.
