The main objective of the Instrument for Pre-Accession Assistance (IPA)2 is to help Serbia face the challenges of European integration, to implement the reforms needed to fulfil EU requirements, progress in the Stabilisation and Association Process and to lay the foundations for fulfilling the Copenhagen criteria for EU membership. The IPA instrument consists of five components; (IPA-I) the Transition Assistance and Institution Building component ; (IPA-II) the Cross-Border Cooperation component which applies to border regions between candidate/potential candidate countries and between them and the Member States; (IPA III, IV and V) the Regional, Human Resources and Rural Development components which are planned for candidate countries.
