The main objective of the Instrument for Pre-Accession Assistance (IPA)1 is to help the country to face the challenges of European integration, to implement the reforms needed to fulfil EU requirements and progress in the Stabilisation and Association Process and to lay the foundations for fulfilling the Copenhagen criteria for EU membership. The IPA instrument consists of five components: (IPA-I) the Transition Assistance and Institution Building component2; (IPA-II) the Cross-Border Cooperation component which applies to border regions between beneficiaries from member states, candidate countries and countries in pre-accession status; (IPA III, IV and V) the Regional, Human Resources and Rural Development components which are planned only for Candidate Countries.
