Over almost half a century, the European Union has helped put an end to the conflicts ofthe past and to strengthening peace, security, justice and well being throughout Europe.Since the invitation to the candidate countries to become part of the European Union, the enlargement process has contributed decisively to achieving political stability, economic progress and social justice. Stable institutions, changes of government on thebasis of free and democratic elections, reinforced protection of human rights, includingrights of minorities, and market economy principles are now common features. Theenlargement process makes Europe a safer place for its citizens and contributes toconflict prevention and control in the wider world.Enlargement will benefit not only existing and new Member States but alsoneighbouring countries, with which the European Union has close ties. No new dividinglines will be drawn across our continent. Each new Member State will bring to the EUits own political, economic, cultural, historical and geographical heritage, thus enrichingEurope as a whole
