Abstract

In October 1999, following the February 1999 update of the Commission’s opinion on Malta’sapplication for membership, the Commission issued its first Regular Report on Malta’s progresstowards accession with a view to the Helsinki European Council.Following the request of the European Council, the Commission presented a second RegularReport on Malta in November 2000 before the Nice European Council. The Commission hasprepared this third Regular Report on Malta’s progress towards accession with a view to theLaeken European Council in December 2001.
