The unemployment rate in the European Union (excluding the French overseas departments) rose from 9.3% in April 1992 to 10.4% in April 1993. The unemployment total rose by a good 1.9 million during the twelve-month period, with the labour market situation showing a marked deterioration in virtually all regions of the Union, especially those in the east and south of Spain and the Highlands and Islands of Scotland, where the rate of unemployment rose by over 3 percentage points. Notable exceptions are the new German Länder where unemployment rates were somewhat lower in April 1993 compared to the previous year.
