Population censuses produce the most reliable and geographically detailed count of the population. They
report the benchmark figure for the ‘total population’ and cross-classify it in great detail for selected
characteristics. This makes censuses one of the richest sources of data on the regional distribution of
people living in a country and their most salient characteristics.
Censuses are cost-intensive. In principle, the data sources that form the basis for a census should contain
information on each individual statistical unit, e.g. on each person. Censuses entail comprehensive
administrative preparation by many public agencies like local, regional and national authorities, public
agencies that own relevant data sources and, of course, the statistical institutes. Moreover, census
methods and technology are constantly evolving in an interesting but sometimes arduous quest for the
best data quality in an environment that pushes for economies and a no-heavier-than-necessary burden on
respondents. In this context, the quality of census data is becoming ever more important and needs to be
monitored.

Die Welt sieht sich zunehmend mit systemübergreifenden Krisen konfrontiert, die sich über große Gebiete erstrecken und globale Dimensionen annehmen. Dazu gehören die Finanzkrise von 2008, die COVID-19-Pandemie sowie die durch den Krieg in der Ukraine und den Klimawandel verursachten Krisen. Zu den gemeinsamen Merkmalen dieser Bedrohungen und ihrer Auswirkungen auf die Gesellschaft gehört das Vorhandensein von mehreren Risikofaktoren, die Kaskadeneffekte in zunehmend miteinander verflochtenen Sektoren auslösen können. Die Geschwindigkeit, mit der sich Veränderungen ereignen, und die Komplexität von Krisen nehmen zu, und die daraus resultierenden Folgen sind immer häufiger unwiderruflich. In dieser wissenschaftlichen Stellungnahme wird der Schwerpunkt auf den systemischen Ansatz gelegt, der angesichts der Komplexität der Bedrohungen und ihrer Auswirkungen auf die Gesellschaft erforderlich ist. Ferner werden politische Empfehlungen dazu abgegeben, wie die EU ihr strategisches Krisenmanagement verbessern und sich gezielter auf Krisen vorbereiten, auf sie reagieren und sich von ihnen erholen kann. Diese wissenschaftliche Stellungnahme, die sich auf den Evidence Review Report des SAPEAKonsortiums stützt, wird zusammen mit einer Erklärung zum Thema „Werte in Krisenzeiten: Strategisches Krisenmanagement in der EU“ der Europäischen Gruppe für Ethik der Naturwissenschaften und der Neuen Technologien (EGE) veröffentlicht.

Over the past decade, great advances have been made in applying innovative participatory and inclusive research practices across a wide range of domains. These have involved increasing numbers of citizens in monitoring, observing, and co-researching societal issues such as climate change impacts on the environment and public health, sustainable mobility, and plastic pollution in rivers and oceans. Important outcomes have been achieved, from fundamental scientific discoveries1 to data that support evidence-informed policy.

Values in times of crisis

Values play an important role in how we understand, make sense of, and tackle crises. They influence how we frame the problems that crisis management is supposed to address, and how we choose the instruments for that. The EGE points to the importance of human dignity and solidarity being at the core of crisis management, with processes of deliberation that make values explicit. It shows how public, common and individual interests are intertwined; it outlines how values should direct the prioritisation of scarce resources; and it highlights the importance of data, good communication, and public trust. From these considerations the EGE draws a set of recommendations for policy makers and other stakeholders.
