Preface In December 1995, following the signing of the Dayton/Paris Peace Agreements, the international donor community endorsed a medium-term priority reconstruction and recovery program for Bosnia and Herzegovina. The external financing requirement of the first year of this program was estimated at $1.8 billion, as part of a $5.1 billion effort over 3-4 years. At two pledging conferences, in December 1995 and April 1996, donor countries, multilateral institutions and other donor agencies pledged over $1.8 billion of assistance on highly concessional terms to support Bosnia and Herzegovina in the implementation of the Priority Reconstruction Program.
