2022 was a year of big challenges for the global energy system. People and businesses across Europe are facing the spike of energy prices resulting from the unprovoked Russian invasion of Ukraine and Russia’s weaponisation of fossil fuels. This situation is accelerating the transformation of Europe´s energy system with a double objective: ending the dependence on Russian fossil fuels - a key priority of the Czech Presidency of the Council of the EU - and tackling the climate crisis. In May 2022, the Commission presented the REPowerEU plan, projecting energy savings, a diversification to reliable energy partners and an accelerated transition to renewable energy sources. Delivering the REPowerEU objectives requires an investment of EUR 300 billion and creates a unique growth opportunity for EU’s trusted partners, especially in the Global South. The results of EU action were quickly visible. Over the past few months, the EU has decreased its dependence on Russian gas from 45% to 14%. The EU is prepared for the winter and stands united in its support for Ukraine and against Russia’s aggression. The November edition of our newsletter brings a selection of EU publications on European energy, along with publications on other interesting topics, from new technologies to new approaches for the classroom.

The Education and Training Monitor’s comparative report comprises a broad, cross-EU analysis of education and training systems to go alongside 27 more in-depth country reports. The comparative report tracks progress towards achieving the EU-level targets agreed as part of the strategic framework for European cooperation in the field. Seven EU-level targets have been set, and this report complements them with numerous supporting indicators to shed light on context and possible policy levers. In addition, the 2022 edition starts with a brand new EU-level indicator – developed in response to a request from the Council – to be used as a broad measure of the equity of EU education and training systems. The 2022 Education and Training Monitor accompanies a Commission progress report on the European Education Area.

The EEA progress report, in the form of a Commission Communication accompanied by this Staff Working Document (SWD), provides an early snapshot of where we are on the trajectory towards building a genuine European Education Area. It highlights first results and experiences with implementing action and reforms at EU and national levels. The report refers to preparations underway for forthcoming initiatives announced in the 2020 EEA Communication and still to come by 2025. It reports on the results of work that the Commission has undertaken to support Member States by ensuring quality of investment through an evidence-based approach to policy design and evaluation in education. It reviews how Member States are using the Recovery and Resilience Facility and EU cohesion policy Funds to modernise their education and training systems along EEA objectives. It assesses the first experiences with the reformed governance and co-creation processes put in place in autumn 2021 and spring 2022. It takes stock of the work on new and improved indicators and data analysis to support evidence-based policymaking towards EU-level targets. The Communication and this report is complemented by the 2022 Education and Training Monitor that tracks progress towards EU-level targets and other key policy trends in the Member States.
